I guess the simplest way to put it is that a video game is, like... a story you can interact with! You get to play as the main character and explore the world for yourself. But because it's a story, there are certain places you're locked out of until the plot progresses.
It does make sense. So because we haven't progressed very far in the Reaper's Game yet, there are parts of this city we won't be able to access until later.
