They were instructions - for someone to pick their best Reapers to be used in an upcoming Game, which would be inspired by another one that had happened previously.

I think it's likely that, originally, it was sent before this Game began.

Yes. That's part of why it seems so strange to me - it's an oddly specific thing to happen to an oddly specific group of people.
