Maybe they were worried if it was too complicated, the people they wanted to see it wouldn't be able to figure it out. Since we come from so many places, there's no guarantee that whoever ended up receiving that message would know it, but there's a logical basis to the solution.
It does require you to know the Latin alphabet, and that may not exist throughout every world. There is a library, but you'd have to be somewhat familiar with ciphers.
It's obvious from the structure of the note that it's a cipher of some kind, though. The distribution of the letters isn't quite random enough, and the punctuation...
It would take a little time, but I think most of us could figure it out. Especially if we worked together. But, luckily, you already knew what it was.
