It's like that in Teyvat, too. There are only seven elements, but people with Visions of the same type can use them in wildly different ways. It's actually really impressive, to see how creative they can all get with it!
Mm... it's not random, exactly. Visions are physical manifestations of a person's ambitions and their will. There are some other factors involved, too, but... I'm not supposed to say.
